游民对统治来说，肯定是不利的。百姓离去，不但是对统治的否定，也是劳动力和兵源的丧失，所以渐渐的，君主们无法再继续容忍这种疆域人民都不确定的国家存在形式，大部分战争其实就是在抢夺资源，土地和人民。自己的要保住，别人的要拿来。不难想象，君主们希望别国百姓流向本国，自然也就不希望本国百姓流向别国，那么除了提升自身道义这种费时费力见效慢的方法以外，最好的解决途径就是限制迁徙。于是，在号召流动的同时，编户齐民的措施也就出现了，固定资产税，关税等，大致我们现在所能想象得到的手法，基本上那时候都会有的吧，甚至户口，应该也是有的，不只是为了收人头税，也是为了限制迁徙，而且这是以上所有管理办法的基础
于是，人不再自由，他们不能再属于天下，而是必须属于某一个特定的国家，附庸于一个特定的统治者，并且忠诚，随时等候征调

没错，这些事都是法家做的，法家就是不喜欢人们那么自由

I don’t quite understand Pinterest, except that if an individual pins an image macro of “Y U NO Guy,” multiple re-pins somehow come about. Perhaps in case the book covers feature Y U NO Guy or Philosoraptor or Lawyer Dog, things may well get Pinteresting. :-)
